    隨著社會主義市場經濟體制的逐步建立以及我國加入世界貿易組織的步伐日益加快,煤炭海運系統的各個環節尤其是沿海煤炭運輸港口也面臨著十分激烈的市場競爭,本項研究的目的是總結歸納十幾年來我國煤炭港口建設的歷史經驗,通過對我國煤炭海運港口基礎設施狀況進行入調查,在研究煤炭海運市場主要影響因素的基礎上,預我國中長期煤炭海運和港口吞吐,進而提出煤炭海運港口評價指標和方法;通過對煤炭市場的發展預以及煤炭海運港口的能力分析,結合港口體制的改革,分析研究煤炭海運港口的發展前和對策。

    本文在對國內外關于地基沉降預理論的研究進行綜述的基礎上,首先對工程中常用的三點法進行了細致入的研究,指出以工程實數據證明的現有三點法在應用時存在的不足,針對該不足進行了探討,並在此分析基礎上提出了預結果更為理想的改進三點法;其次區別傳統沉降預方法的研究途徑,本文從沉降過程的發展特徵出發,根據描述物化反應過程發展特徵的質作用定律原理,探討了一種新的地基沉降預方法:地基沉降預的「質作用定律」模型;本文還以溫州三期煤場工程及溫州淺灘圍塗促淤工程為背,對上述改進三點法、地基沉降預的「質作用定律」模型的工程應用與傳統的預方法進行了比較,認為這些方法是可行的,並得出一些有用結論。
