    作者在第三、四章通過對國有企業的特殊地位、功能和作用以及國有企業改革的目標分析,結合國有投資公司在我國發展的際情況,參照國際慣例,指出必須從立法角度對國有投資公司做出明定位。文認為必須明國有投資公司的質是不以營利為目的的政策投資機構,是特殊的企業法人,其資應由政府財政撥付,並採用市場化方式進行資運作,以現長期、國防、戰略、國家安全和社會公益等社會目標為主要責任。
