本文首先尋求國外機動車和非機動車擁有量都較大的情況下，為組織好城市交通在道路系統方面所取得的可供我國借鑒的經驗，然後在對我國中等城市用地特徵、居民出行特徵、交通工具、交通與經濟發展的關系等進行分析的基礎上，剖析中等城市道路系統現狀存在的問題及其形成原因，以及對今後城市交通將要出現的新問題，提出以中等城市的交通結構特點為基礎的機、非分流道路系統的建議；通過分析中等城市道路系統與城市土地開發、城市用地形狀等之間的關系，並相應其提出發展的一般對策，在道路設施不足的情況下，加強城市道路交通系統的管理，提高城市道路交通環境，對我國中等城市道路系統在道路網指標上提出修正意見，對道路系統組織機、非分流進行思考；並建立了城市道路系統評價指標體系；最後以運城市做為實例分析，具體提出近期處理的對策與措施，並運用評價體系對城市道路系統現狀和規劃方案進行評價對比分析。 -
