    本文是在以新課程的理念指導下，以目前高考實施的理科綜合考試的試題為範例，以教育心理學的理論為理論依據，對以能力立意的命題方式作了界定，並結合自身工作實際，對以能力立意命題提出的背景、能力立意命題的方式和如何編制以能力立意的試題作了理論探討，根據上述理論提出綜合考試能力立意的命題原則、命題方法及突出能力立意的試題類型作了一定的探討和思考，在此理論的指導下進行了試題編制的實踐，以信息給予題、綜合試題、設計性物理實驗題為例給出了具有可操作性的命題模式。
